Section IX: Conclusion. ## Section I: Introduction This report represents Volume I of AARO's Historical Record Report (HR2), which reviews the record of the United States Government (USG) pertaining to UAP. In completing this report, AARO reviewed all official USG investigatory efforts since 1945, researched classified and unclassified archives, conducted approximately 30 interviews, and partnered with Intelligence Community (IC) and Department of Defense (DoD) officials responsible for controlled and special access program oversight. AARO stated it would publish Volume II, providing analysis of information acquired after Volume I's publication, per the timeline in Section 6802 of the FY23 National Defense Authorization Act. Since 1945, the USG has funded and supported UAP investigations to determine whether UAP represented a flight safety risk, technological leaps by competitor nations, or evidence of off-world technology under intelligent control. The report states its goal is not to prove or disprove any particular belief, but to use a rigorous analytic and scientific approach to investigate past USG-sponsored UAP investigation efforts and claims that the USG has recovered and is hiding off-world technology and biological material. ## Section II: Executive Summary AARO found no evidence that any USG investigation, academic-sponsored research, or official review panel has confirmed that any sighting of a UAP represented extraterrestrial technology. All investigative efforts, at all levels of classification, concluded that most sightings were ordinary objects and phenomena and the result of misidentification. All official foreign UAP investigatory efforts to date have reached the same general conclusions. Although many UAP reports remain unsolved, AARO assesses that with more and better-quality data, most could be identified and resolved as ordinary objects or phenomena. Resources and staffing for these programs have historically been irregular and sporadic, hindering knowledge transfer. The vast majority of reports almost certainly result from misidentification, directly correlated with the amount and quality of available information. AARO found no empirical evidence for claims that the USG and private companies have been reverse-engineering extraterrestrial technology. High-confidence conclusions reached include the following. UAP Nondisclosure Agreements: No evidence of any authentic UAP-related NDA or threats of violence for disclosure. A CIA Official Allegedly Managed UAP Experimentation: The named former official was not involved in movement of extraterrestrial technology; he signed a memo on the record rejecting the claim. Alleged 1961 Special National Intelligence Estimate: Assessed as inauthentic. "Aliens" Present During a DoD Technology Test: AARO judges the interviewee misunderstood the conversation. Claim a Military Officer Touched an Off-World Craft: Denied on record; likely conflated with an F-117 Nighthawk encounter. UAP Disclosure Study: A study on societal impacts of UAP disclosure was conducted circa 2004-2007, but was not requested by the White House as claimed. Named Companies Allegedly Experimenting on Alien Technology: No evidence found; executives denied the claims on record. Experimentation on Alleged Extraterrestrial Spacecraft Sample: A sample AARO obtained from a private organization and the U.S. Army was determined to be a manufactured, terrestrial alloy (magnesium, zinc, bismuth, trace lead), not off-world technology. AARO assesses that named alleged hidden UAP reverse-engineering programs either do not exist, are misidentified authentic sensitive national-security programs unrelated to extraterrestrial technology, or resolve to an unwarranted, disestablished program. KONA BLUE: A proposed UAP-related Prospective Special Access Program pitched to DHS; never approved, and its supporters never provided empirical evidence. In 2021, an IC Controlled Access Program's scope was expanded without sufficient justification to "protect" UAP reverse-engineering; it never recovered or reverse-engineered anything and was disestablished for lack of merit. AARO assesses that the inaccurate claim of USG reverse-engineering hidden from Congress is largely the result of circular reporting among a consistent group of individuals involved in UAP-related endeavors since at least 2009, many connected to the cancelled DIA program and the failed KONA BLUE effort. --- *This is a partial mirror covering the report's introduction and executive summary.
