## I. Executive Summary

The Department of War (DoW) provides this report pursuant to a requirement established under section 3373k of Title 50, United States Code. This document contains all reported unidentified anomalous phenomena (UAP)-related events occurring from June 2, 2024, to May 30, 2025, and UAP-related events occurring within any previous period not covered in a previous report.

The All-domain Anomaly Resolution Office (AARO) received 319 reports of UAP-related events. Of those, 284 feature UAP-related events occurring during the reporting period and 35 reports feature UAP-related events occurring outside the reporting period. AARO resolved 114 of the 319 UAP reports. In addition, AARO resolved 256 cases reported in a previous period, bringing the total number of resolved cases during the reporting period to 370. AARO assesses that all resolved cases are attributable to prosaic objects such as balloons, satellites, birds, aircraft, and unmanned aerial systems (UAS). AARO also assesses that one case is attributable to a commercial rocket launch and one to a manned jet pack.

During the reporting period, AARO onboarded a new capability that enabled analysts to resolve 238 reported UAP as satellite flaring.

AARO did not receive any reports of UAP-related health effects during this reporting period.

Two UAP reports described electronic or avionic interference as attributable to UAP in proximity to an operational aircraft. AARO has not yet rendered a determination on whether, and to what extent, the reported effects are attributable to UAP.

AARO did not receive reports indicating flight safety concerns during this reporting period.

A lack of timely and actionable sensor data continues to constrain AARO's ability to resolve cases. AARO continues to expand engagement, information-sharing, and collaboration with foreign partners.

## II. Scope

Per section 3373(k)(1)(B) of Title 50, United States Code, each report must include reported UAP-related events for the year, analysis of data collected through Geospatial/Signals/Human/Measurement-and-Signatures Intelligence, incidents over restricted airspace, potential threats to national security, foreign-adversary attribution, breakthrough-capability patterns, international consultation updates, capture/exploitation efforts, health-effect assessments, and incidents near nuclear assets.

## III. Overview of Reports

As of May 30, 2025, AARO's case holdings contain 1,870 reports. Of the 319 UAP reports received this period, AARO assesses that 274 occurred in the air domain, 44 in the space domain, and one in the maritime domain.

The single maritime domain UAP case involved a report from U.S. Navy assets operating off the coast of Virginia, describing approximately 100 airborne UAP and two, likely uncrewed, surface systems, actively under investigation.

AARO resolved 114 of the 319 UAP reports (balloons, birds, satellites, aircraft, UAS, one rocket launch, one manned jet pack). Nine reports were identified as meriting further analysis by IC and science/technology partners. 191 of the 319 cases were transferred to AARO's active archive pending future corroborating data.

None of the cases AARO resolved indicate advanced foreign adversarial capabilities or breakthrough technologies in any domain.

FAA UAP reports from civilian aviators constituted 21 percent of AARO's incoming reporting.

## IV. Overview of Analysis and Findings

Morphologies: Lights (33%) and spheroidal objects (40%) were the most reported morphologies. 24.13% of reports contained insufficient information to render a morphological conclusion.

Altitudes: Airborne UAP-related events were predominately reported between 10,000 and 35,000 feet. Reports above 45,000 feet fell from 27% to 4% since the FY2024 report.

Prosaic objects: AARO resolved 44 UAP-related events as attributable to satellite flaring during the period, using new three-dimensional modeling capability.

Flight safety: No reports indicated a flight safety concern during this reporting period.

Restricted airspace/critical infrastructure: AARO received reports describing UAP near national security sites; some narrative reports suggested performance characteristics exceeding known state-of-the-art, though no technical data accompanied them.

UAS near nuclear infrastructure: AARO received 50 reports of UAS incidents near U.S. nuclear infrastructure, a 177.8% increase over the 18 reported in FY2024. None of these incidents were reported as UAP. 33 of 50 involved a single UAS; most occurred between 1700-0500 local time.

Capture or exploitation: To date, no evidence suggests any USG or private entity has ever captured or exploited UAP-derived materials.

Health effects: AARO has not received a UAP report describing adverse health effects to date.

## V. Engagement, Roles, Responsibilities, and Reporting

AARO's deputy director presented a mission briefing to the Defense Geospatial Intelligence conference in London. Between June 2, 2024, and May 30, 2025, 262 individuals contacted AARO via its secure reporting mechanism; 255 were out-of-scope and 7 warranted a follow-on interview.

## VI. AARO Program Updates

AARO onboarded new three-dimensional modeling/simulation capability that resolved 238 reports as satellite flaring. AARO Director Dr. Jon Kosloski participated in multiple on-camera interviews. AARO published case resolutions for cases including "Go Fast" (2017) and the 2013 Aguadilla, Puerto Rico event, and launched an Electronic FOIA (E-FOIA) Reading Room on its public website.

## VII. Way Forward

AARO is implementing a multi-year investment strategy to improve domain awareness across space, air, and maritime domains, focused on augmenting sensor architectures, prototyping new technologies, and developing novel analytic techniques.

Unidentified Anomalous Phenomenon (UAP): Sources of anomalous detections in one or more domain (airborne, maritime, spaceborne, transmedium) not attributable to known actors, demonstrating behaviors not readily understood by sensors or observers. UAP Incursion: Any UAP incident occurring in, on, or near U.S. military installations, operating areas, or other national-security areas of interest.
